Other Transactions – A Culture of Creation vs. Culture of Compliance

In this episode of Innovation in Government Business, Strategic Institute discusses OTAs and compliance issues and myths. Other Transactions Agreements (OTA) are unlike procurement contracts under the Federal Acquisition Regulations System (FAR). The primary objective under the FAR system is to ensure compliance with the myriad of rules and regulations that grew, often irrationally, over time. OTAs differ radically in that their intention is for program teams to focus on achieving objectives and goals in R&D and for developing and delivering new capability, innovation, and knowledge. In other words the FAR focuses on compliance, OTAs focus on creation – they are very different.
